En Banc Commonwealth Court Affirms Governor Rendell's Constitutional Authority to Veto Language In an Appropriation Bill


In an important decision affecting the balance of power in Pennsylvania, the Commonwealth Court, sitting en banc, unanimously ruled that Governor Rendell had the constitutional authority to strike language from general appropriation bills and enact the remainder of the bill into law.  Mark Aronchick, Peter LeVan, Monica Rebuck and Shanon Levin represented Governor Rendell and a number of executive officials in the litigation.
